When fans think of villains in the Star Trek franchise, characters like Khan, the Borg, and the Romulans come to mind. The Ferengi are hardly the big bad of the Trek universe. Having been done with Romulans and Klingons, Ferengi were intended to be the greedy and cunning villains who would serve as the Federation’s primary new adversary in TNG. Star Trek: TNG Producer Revealed Why The Ferengi Could Never Be True Villains
Star Trek creator Gene Roddenberry wanted a new villain for the sequel series, The Next Generation, wanting to not expand on the Romulan and Klingon conflict with the Federation. The Ferengi were the solution to this problem, characterized by their greed, cunningness, manipulative behavior, and overall capitalistic mindset.
On paper, they were the perfect adversary. Their fixation on profits and greed was in complete contrast with the Federation’s more socialistic and progressive worldview. However, there was one problem. The Ferengi became too silly. The design portrayed them as more mischievous than menacing, and their greed just became funny.
Producer Rick Berman mentioned in the book Star Trek: The Next Generation Companion by Larry Nemecek that the Ferengi’s ‘silliness quotient’ stopped them from becoming major adversaries to the Enterprise crew. Despite a good intention, especially drawing inspiration from 80s’ America, the Ferengi failed to be convincing as good villains.
Their role as antagonists was replaced by the Borg, a technological hive mind that assimilated anyone they could get their hands on. The Borg became classic villains in the Trek lore, with Voyager even exploring a former Borg drone, Seven of Nine. However, the Ferengi were not forgotten.
The Ferengi Evolution From Comic Relief to Key Characters Needs to be Studied

The Star Trek franchise notably does not abandon good concepts. Even if the original intention does not work, the franchise pivots to something that is more in line with what the concept stands for and takes it through an evolution. TOS’s own three-season run and its delayed return with TNG, Voyager, Deep Space Nine, and more is an example of that.
Similarly, the Ferengi’s introduction as antagonists in TNG did not work out. But the species did not fade into character limbo; the writers gave them an arc. The franchise doubled down on the Ferengi being seen as comic relief and slowly made them more interesting, expanding the politics of their species.
Characters like Quark, Nog, and Rom became the representatives of the species and became fan favorites. Nog even becomes the first Ferengi to join Starfleet. The Ferengi Alliance is one of the most notable interstellar powers in the franchise, and while their capitalistic mindset is annoying, it represents humanity.
