With Homelander dead and the United States of America back in the hands of its people in The Boys, one would assume that Starlighters would be flocking to Annie January in the wake of the freedom that they might have received. However, what happens to the loyal supporters of Starlight is left up in the air, as things seemingly return to normal in a post-Homelander America.
However, despite the anti-Homelander President Singer being at the helm of things, Hughie Campbell was invited to join the anti-Superhero task force, on which he worked with Victoria Neuman. This would suggest that while Homelander is dead, his followers might still be giving some people, and Starlighters, trouble.
Singer’s Presidency Bodes Well For Starlighters in The Boys Finale

The fact that it’s President Singer on top of things means that the vote of the people is largely aligning with values that are consistent with what Starlight was standing up for. Singer is likely going to take a heavier approach when dealing with Vought and Supes. There is also a large amount of propaganda that would have to be undone, and given how relatively alone Hughie and Starlight are being left, Homelander’s loyalty, which has already begun to melt away during his murder, is likely nowhere to be seen.
However, it might not be all sunshine and rainbows for Starlighters, even if Homelander signs are being painted over, and public spaces are being retaken by communities. Homelander might be dead, but his most fervent followers live on.
Homelander Might Be Gone, But Supes Aren’t

The narrative that Homelander started is not going to go away that easily. The public (and supes) know about Soldier Boy’s existence, and would like to know where he is. It would be really easy for Supes that were loyal to Homelander to rally behind Soldier Boy, to champion the same sort of Supe utopia that Homelander wanted. Currently, there is no Billy Butcher to drive a resistance. The Boys all have families to look after.
Kimiko might be the only one who could join the war, but even she would not be able to take on Supes alone. Further, Stan Edgar being on top, Supes being part of daily life, and the government needing a special task force to look after V-ed up criminals is nothing new. That is just the status quo of Season 1. Are the Starlighters safe in this world? Most likely not.
