They track the signal from his failed transmission back to a heavily guarded server facility in Dubai, and the sequence intentionally mirrors the movie’s opening operation. We saw Nigel’s agents being killed by Liam Crown’s men before they could complete the upload, but Ryan arrives prepared.
Once inside the facility, Ryan accesses the servers, Emma fights off the bad guys, and Mike searches for an escape route. Ryan begins transmitting the files to Patrick to ensure that evidence cannot be destroyed even if they’re caught. Crown arrives with his heavily armed unit before the transfer can happen, and the trio gets trapped inside the room.
Ryan refuses to abandon the upload even when there is danger around him. Emma holds back Crown’s soldiers, but is shot in the back, and we feel that she might die before the mission succeeds (but she does survive). Patrick downloads the file, and Starling’s worldwide network is now out in the open. The ending also confirms that MI6’s Andrew Spear was also one of the Crown’s embedded operatives. So while the main antagonist is crippled, it is clear that dismantling the remaining network could take more time and effort.

Starling was never created as an outright evil organization. According to Greer, it was started after 9/11 as a covert black ops initiative designed to eliminate threats before they could strike, and they believed that extreme situations demanded extreme methods.
Greer and Nigel were involved in its creation, but over time, Starling turned into something much darker. Operatives began using brutal tactics and carried out missions without moral and legal limitations. Eventually, the officials recognized that the project had become dangerous and reckless and decided to shut it down.
But Liam Crown did not want Starling to disappear and believed the world needed these ruthless organizations. His vision transformed the unit into a hidden global network that infiltrated governments and intelligence agencies, which is precisely what makes the organization so dangerous.
Andrew Spear betraying the CIA shows us how deep the corruption is because anyone could be secretly working for the Crown’s agenda. Starling completely abandons accountability and represents the struggles that Ryan faced in the franchise when he could not handle the moral compromises that came with espionage. So, Starling is his nightmare come to life.

One of the biggest questions viewers might have after watching Tom Clancy’s Jack Ryan: Ghost War is whether it truly serves as an end to Jack Ryan’s journey or if it reopens the door for future missions. Well, the movie’s conclusion is quite clear: Jack Ryan is officially back!
Yes, in the beginning, he was committed to a life outside the CIA, but we see he was never fully comfortable away from the field. His relationship with Cathy had fallen apart, and leaving the unit didn’t really bring more meaning to his life; he still didn’t have a family or strong social bonds.
Once the operation started, he slipped back into the role effortlessly. Greer recommends Ryan as Deputy Director at the CIA following Elizabeth Wright’s death. He understands that the agency now needs someone who could hold it morally accountable, and while Greer leads it, there has to be someone to maintain balance.
