Although the Jinchuriki is a pivotal part of the main storyline, it also features some of the series’ strongest characters without that particular trait. While she also possesses innate Battle IQ, which was on full display during the Fourth Shinobi World War, she concentrated her Chakra and strengths more towards healing others and medical Ninjutsu. Nevertheless, whenever the situation demanded, she was there to provide her strength.

In terms of Battle IQ, Hiruzen is one of the very few Shinobi who can control and master all five chakra natures. The three most elemental jutsu notably displayed in the anime were Fire Release: Dragon Flame Bullet, Earth Release: Earth-Style Wall, and Water Release: Water Dragon Bullet Technique.

But his massive Chakra and a popular Clan attachment aren’t the reason why he is so high up on this list. He was one of the core members of the Akatsuki and the main mastermind behind the infamous Pain Invasion Arc.

Furthermore, while Nagato hid in the shadows and let his Pain clones do all the work, he possessed the Rinnegan, which is often considered the most powerful among the three great Dojutsu – the Sharingan, Byakugan, and the Rinnegan. It is simply because Hashirama was truly a pacifist from the very beginning. Yes, he did act with impact and showed off his enemies in style when necessary, but battling was never truly his way of life. However, don’t mistake it for the fact that just because he didn’t like to battle, he couldn’t fight or lacked strength in any measure.

3. Sasuke Is the “High-Risk High-Reward” Guy From the Naruto Series

Apart from being one of the most narratively rich, Sasuke is also one of the most volatile characters in the Naruto anime and manga series. Unlike his elder brother, Tobirama was more keen on battling and resolving matters than talking it out, which is very evident from his actions as the Hokage. Furthermore, he had keen insight, evident from his weariness of the Uchiha Clan, sensing potential future problems.
