For several months now, Doctor Doom has served as the Sorcerer Supreme of Earth. His activities have been largely hidden from Earth’s Mightiest Heroes, with a magical dome obscuring the nation of Latveria. It surprises no one when he emerges to declare his intention to rule the world. However, the first preview of One World Under Doom #1 reveals the unlikely allies and means by which Victor Von Doom intends to seize global control.
Written by Ryan North, with art by R.B. Silva, One World Under Doom finds the Avengers and Fantastic Four trying to enter Latveria. Their efforts prove futile, before being halted by a press conference. Doom reveals that he has partnered with HYDRA, with Baron Zemo recognizing his right to rule. To that end, the terrorist organization pledges their support to Doom’s design to build more hospitals and schools. This announcement does nothing to pacify the heroes, who are certain that Doctor Doom is up to no good.

One World Under Doom will test Marvel Comics’ heroes
This is not the first time that Doctor Doom has sought to conquer the Earth. However, One World Under Doom may be the sovereign of Latveria’s most open effort towards that end. His previous efforts depended on mass hypnosis or cosmic power. Here, while Doom is undoubtedly using the power of the Sorcerer Supreme, he is also leaning on his skills as a statesman.

It is difficult, in any political conflict, to paint a ruler who builds hospitals and schools as a villain. Conversely, those who threaten medical facilities and educational institutions face an uphill battle convincing the public that they are heroes. By doing this, Doom has hindered the resistance against him. It is one thing for the heroes of Marvel to defeat him in open combat. It is another for them to win the war of public opinion, if the masses think they are better off with One World Under Doom.
